What CLB 7 means
The Canadian Language Benchmarks have 12 levels in three stages. CLB 7 sits in Stage II, intermediate ability (CLB 5 to 8), and the CLB document calls it adequate intermediate ability: you can work on your own in most familiar daily, study and work situations.
In each skill, a person at CLB 7 can roughly do this, summarised from the official benchmarks:

In CELPIP listening and reading, level 7 means roughly 27 to 31 correct answers out of 38 in listening and 24 to 28 in reading, according to Paragon’s approximate chart. Provincial nominee programs set their own language rules, and they change often. Ontario, for example, closed its Human Capital Priorities stream in May 2026. Check the province’s own website for the stream you are applying to.
What CLB 7 is worth
In the Express Entry Comprehensive Ranking System (CRS), each skill of your first official language earns points on its own.

Going from CLB 7 to CLB 9 in all four skills adds 56 points for a single applicant, before counting skill transferability, where CLB 9 also earns the most. In the Federal Skilled Worker selection grid, CLB 7 gives 4 points per skill, 16 in total, toward the pass mark of 67 out of 100.
What a CLB 7 answer sounds like
Here is the same CELPIP speaking question answered at two levels. Both were written for this guide to show the difference; they are not official samples.
Your coworker Leila has her first job interview in Canada next week, and she is very nervous. Give Leila some advice.
Hi Leila, don’t worry, I think you will do well. First, you should read about the company on their website, so you know what they do. Second, practise some common questions at home, like “tell me about yourself”. You can practise with a friend or in front of a mirror. Also, on the day of the interview, go early, because sometimes the bus is late. And wear clean, simple clothes. I think if you prepare like this, you will feel more relaxed. Good luck!
Hi Leila, it’s completely normal to feel nervous, and the good news is that a week is plenty of time to prepare. First, spend an evening on the company’s website and write down two or three things you genuinely like about them, so your interest comes across as real. Second, rehearse the classic questions out loud, especially “tell me about yourself” and “describe a challenge you solved”, and keep each answer to about a minute. Finally, plan your route the day before and aim to arrive fifteen minutes early. Interviewers mostly want to see that you’re prepared and easy to work with, and you clearly are.
Both answers give relevant advice in a clear order. The CLB 9 answer adds a reason or detail to every idea, uses more precise words (rehearse, comes across, plenty of time), varies its sentences, and ends with a thought that ties the advice together.
How to reach CLB 7 in CELPIP
- Find your lowest skill. CLB 7 is needed in every skill, so one skill at 6 holds everything back.
- Speaking: speak until the timer ends, give two or three ideas with a reason each, and use linking words (first, because, also, finally). Our speaking sample answers show the structure for every task.
- Writing: cover every point in its own paragraph and stay within 150 to 200 words. Use the templates in our task 1 and task 2 guides.
- Listening: aim for about 30 correct out of 38, take notes by speaker, and never leave a blank.
- Reading: aim for about 27 correct out of 38 to be safe, and pace yourself so part 4 doesn’t run out of time.

A CELPIP level of 7 in a skill is CLB 7 in that skill. For programs that need CLB 7 overall, you need a 7 or higher in all four skills.
What IELTS score is CLB 7?
IELTS General Training 6.0 in each of listening, reading, writing and speaking equals CLB 7.
Is CLB 7 enough for Express Entry?
CLB 7 in all four skills meets the language minimum for the Federal Skilled Worker Program and for Canadian Experience Class jobs in TEER 0 or 1. Whether it is enough to get an invitation depends on your total CRS score and the draw.
How many CRS points is CLB 7 worth?
17 points per skill for a single applicant, 68 for all four, or 16 per skill and 64 in total with a spouse, for your first official language.
