What CLB 8 means#
The Canadian Language Benchmarks have 12 levels in three stages. CLB 8 is the last level of Stage II, intermediate ability (CLB 5 to 8), and the official name for it is fluent intermediate ability. The CLB document describes Stage II as the range needed to function independently in most familiar situations of daily, educational and work life, and in some less predictable ones, in what it calls moderately demanding contexts.
At CLB 8 you are at the top of that stage. You handle most routine situations with confidence, including some abstract topics and some unfamiliar people, but you are not yet at the advanced stage, where the situations become complex and unpredictable.

The CLB document also lists the limitations that still show at CLB 8: speech is slow to normal with a few hesitations, grammar and vocabulary problems may occasionally get in the way, and control of complex structures is still developing. That is the practical difference from CLB 9, where errors become rare and never interfere.
CLB 8 in every accepted test#
IRCC publishes one conversion table per test, skill by skill. These are the results that equal CLB 8 in each skill, taken from canada.ca.

Three things to notice:
- IELTS listening is the trap. CLB 8 needs 7.5 in listening but only 6.5 in the other skills. An IELTS listening of 7.0 is still CLB 7, however good the rest of the result is.
- CELPIP is one number. A CELPIP level is a CLB level, so an 8 is CLB 8 in that skill with nothing to convert.
- PTE Core gives ranges. A score at the top of the CLB 8 range (81 in listening, for example) is still CLB 8. The first CLB 9 scores are 82 listening, 78 reading, 88 writing and 84 speaking.
In CELPIP listening and reading, level 8 is roughly 30 to 33 correct answers out of 38 in listening and 28 to 31 out of 38 in reading, according to Paragon’s approximate chart. In practice that leaves room for five to eight mistakes in listening and seven to ten in reading. Speaking and writing are rated by people, so there is no answer count. The French tests, TEF Canada and TCF Canada, give NCLC levels, which work the same way.
Who needs CLB 8#
In the federal Express Entry programs, CLB 8 is not a minimum anywhere. The Federal Skilled Worker Program asks for CLB 7 in all four skills, the Canadian Experience Class asks for CLB 7 for TEER 0 or 1 jobs and CLB 5 for TEER 2 or 3, and the Federal Skilled Trades Program asks for CLB 5 in speaking and listening and CLB 4 in reading and writing. The Atlantic Immigration Program and the Rural Community Immigration Pilot stop at CLB 5 and CLB 6.
So CLB 8 is about points, not eligibility, unless a provincial nominee stream or a professional regulator sets it as their own bar. Provinces change their language rules often, and regulated professions set their own requirements, so check the body you are applying to. Our guide to CLB 7 covers the minimums program by program.
What CLB 8 is worth in Express Entry#
In the Comprehensive Ranking System, each skill of your first official language earns points on its own.

Going from CLB 7 to CLB 8 adds 6 points per skill, 24 for all four. Going from 8 to 9 adds 8 per skill, 32 in total, and it is the biggest single step on the scale. For a second official language, CLB 7 or 8 earns 3 points per skill, and only CLB 9 earns the full 6.
Skill transferability
This is where CLB 8 stops paying. The skill transferability factors reward language combined with education and foreign work experience, and they have two columns: CLB 7 or higher in all skills with at least one under 9, and CLB 9 or higher in all four. CLB 8 sits in the first column, with the same points as CLB 7.

The step from 7 to 8 is worth 24 points here. The step from 8 to 9 is worth 69, because the transferability points double as well. That is why so many people with CLB 8 retake the test: one more level in the weakest skill can be worth more than a year of Canadian work experience.
Two smaller facts from the same grid. First, having three skills at 8 and one at 7 only costs 6 language points, since transferability is the same at both levels. Second, in the Federal Skilled Worker selection grid (the 67-point test you pass before entering the pool), CLB 8 earns 5 points per skill, against 4 at CLB 7 and 6 at CLB 9 or higher. CLB 7 vs CLB 8: what changes#
At CLB 8, raters still accept some errors. What they look for is a text or an answer that is complete, clearly organised and natural, with enough precise vocabulary that the reader never has to guess. The same writing task at two levels shows the difference. Both samples were written for this guide; they are not official.
Task: your apartment’s heating has not worked for a week. Write an email to your building manager explaining the problem and asking for a repair.
Dear Mr. Patel, I am writing about the heating in my apartment, number 304. It is not working for one week. I called the office on Monday, but nobody came to fix it. The weather is very cold now and my children are getting sick. I tried to turn the heater on and off many times but it is the same. Please send someone to repair the heating as soon as possible. I am at home every day after 5 p.m. Thank you for your help. Sincerely, Ana Costa
Dear Mr. Patel, I am writing to report that the heating in apartment 304 has not worked since last Tuesday. I reported it to the office on Monday and was told a technician would come the next day, but nobody has visited and I have not heard anything since. The temperature inside has dropped to about 15 degrees, which is hard on my two young children, and the small electric heater I bought is already adding to my hydro bill. I would appreciate it if a technician could come this week; I can be home any weekday after 5 p.m. or all day Saturday. Both emails are polite, cover the problem and ask for a repair. The CLB 8 version gives a timeline (since last Tuesday, told on Monday, nobody came), a specific detail (15 degrees, the hydro bill), two concrete options for the visit, and a second request that a real tenant would make. Its sentences are longer and more varied, and the one tense error in the CLB 7 email (“it is not working for one week”) is gone. That is most of the gap: not fancier words, but fuller content with fewer slips.
How to reach CLB 8 in CELPIP#
- Find your lowest skill. CRS points are per skill, so the cheapest points are in whichever skill is at 7. For most people that is writing or speaking.
- Listening: aim for 32 correct out of 38 in practice, a little above the bottom of the level 8 range. Parts 4 to 6 (the news item, the discussion and the viewpoints) carry the harder questions. Our listening guide has a note-taking method for them.

- Writing: cover every point in the task, keep one idea per paragraph, and add one concrete detail to each point, as in the email above. Our task 1 guide has templates and samples.
- Speaking: use the full time, give each reason an example, and don’t spend 15 seconds on a memorised opening. Our speaking sample answers cover all eight tasks.
- Get a second opinion. The difference between 7 and 8 is often one habit, such as answers that stop early or vague examples. Timed practice with feedback fixes it faster than more vocabulary lists.
Before you book#
- For Express Entry your results must be less than two years old when you complete your profile and again when you apply for permanent residence.
- IRCC accepts CELPIP-General, not CELPIP-General LS, and IELTS General Training, not Academic. The IELTS One Skill Retake is not accepted for Express Entry, so a 7.0 in listening means retaking the whole IELTS test.
- CELPIP posts results online in two to four business days, which helps if you are retesting before a draw.

Is CLB 8 enough for Express Entry?
It is more than the minimum: the Federal Skilled Worker Program and Canadian Experience Class need CLB 7 or CLB 5, depending on the job. Whether CLB 8 gets you an invitation depends on your whole CRS score and the draw.
Is CLB 8 the same as B2?
Paragon’s chart lists CELPIP 8 (CLB 8) as CEFR B2, the same band as CELPIP 7 and 9. The scales are different, so treat this as a rough guide.
What is the difference between CLB 8 and CLB 9?
CLB 9 is the first advanced level. In Express Entry it is worth 8 more points per skill and doubles the skill transferability points for education and foreign work experience, which can add 50 or more points in total.
