CLB 9: The CELPIP, IELTS and PTE Scores You Need, and What It’s Worth

CLB 9 is the first advanced level of the Canadian Language Benchmarks, and the level where Express Entry pays the most for language. In CELPIP it is a 9 in every skill. In IELTS General Training it is 8.0 in listening and 7.0 in the other three. Here is every test’s CLB 9 score, what the level is worth in points, and how to close the gap from CLB 8.

What CLB 9 means#

The Canadian Language Benchmarks have 12 levels in three stages. CLB 9 is the first level of Stage III, advanced language ability (CLB 9 to 12), and the official name for it is initial advanced ability.

The CLB document describes Stage III as communicating effectively, appropriately, accurately and fluently about most topics, in situations that range from predictable to unfamiliar and from general to professionally complex. The key difference from CLB 7 and 8 is control: at CLB 9 you choose the right tone and formality for the situation, and you can handle topics that are abstract or a little sensitive.

CLB 9 in every accepted test#

IRCC publishes one equivalency table per test. These are the minimum results for CLB 9 in each skill, taken from canada.ca.

A few things stand out:

  • IELTS listening is the hard one. CLB 9 needs a full band more in listening (8.0) than in the other skills (7.0). Many IELTS results that reach CLB 9 in three skills fall to CLB 8 because of listening.
  • CELPIP is one number. A 9 is CLB 9 in every skill, so there is no uneven bar to remember.
  • PTE Core has ranges. CLB 9 runs from the minimum above up to 88 in listening, 87 in reading, 89 in writing and 88 in speaking. Higher scores count as CLB 10.
  • The French tests (TEF Canada, TCF Canada) give NCLC levels, the French equivalent of CLB. For TEF Canada, IRCC uses the “Équivalence ancien score” column.

In CELPIP listening and reading, level 9 means roughly 33 to 35 correct answers out of 38 in listening and 31 to 33 in reading, according to Paragon’s approximate chart. In practice, that leaves room for about three to five mistakes in listening and five to seven in reading. What CLB 9 is worth in Express Entry#

CLB 9 matters for two reasons: the language points themselves, and the skill transferability points that only open up fully at CLB 9.

Going from CLB 8 to CLB 9 is the biggest single step on the scale: 8 more points per skill for a single applicant, 32 across all four. Going from CLB 9 to CLB 10 adds only 3 per skill.

Skill transferability points

Skill transferability rewards combinations. Two of them depend on your language level, and both pay twice as much at CLB 9 in all four skills as at CLB 7 or 8.

The education combinations are capped at 50 points together, and so are the foreign work combinations. Your Canadian work experience can also earn points in each group, so check the full grid on canada.ca if you have some.

That is 82 more points from the same person, the same degree and the same jobs. One level in one skill is enough to lose most of it: with three skills at 9 and writing at 8, this applicant gets 116 language points and only 25 + 25 for transferability, 166 in total.

Outside the CRS, CLB 9 also gives the maximum in the Federal Skilled Worker selection grid: 6 points per skill, 24 in total, compared with 4 per skill at CLB 7. And if English is your second official language, CLB 9 in each skill earns the top 6 points per skill there too.

CLB 8 vs CLB 9: what changes#

Raters don’t look for perfect English at CLB 9. They look for answers that are fully on task, well organised, precise and natural, with errors that are rare and never get in the way. The same speaking question at two levels shows the difference. Both answers were written for this guide; they are not official samples.

Your neighbourhood is choosing between a new playground and a community garden for an empty lot. Choose one and explain why it is the better option.

Around CLB 8

I think the community garden is the better choice. First, it is good for everyone, not only for children. Old people, families and students can all use it. Second, people can grow their own vegetables, so they save money and eat healthier food. Also, a garden helps neighbours to meet each other and become friends. A playground is nice too, but there is already a park near the school, so children have a place to play. For these reasons, I would choose the garden.

Around CLB 9

I’d go with the community garden, mainly because it would serve the whole neighbourhood rather than one age group. Retirees could look after plots during the week, families could share one on weekends, and the local school could even use it for science classes. It would also bring people together in a way a playground rarely does, since you end up talking to whoever is weeding the next bed. I understand the appeal of a playground, but the park two blocks from the school already has one, so a garden would add something the area genuinely lacks.

Both answers choose a side and give reasons. The CLB 9 answer is more precise (plots, retirees, the next bed), gives each reason a concrete picture, deals with the other option instead of dismissing it, and uses varied sentences that sound natural rather than listed. That is most of the gap between 8 and 9 in speaking and writing: not harder words, but more specific ones, better connected.

How to reach CLB 9 in CELPIP#

  • Find the skill that holds you at 8. CLB 9 has to be met in all four skills to unlock the transferability points, so your lowest skill sets your score. Most people need it in writing or speaking.
  • Listening: aim for 34 correct out of 38 in practice. Parts 5 and 6, the discussion and the viewpoints, are usually the hardest. Take notes by speaker and listen for attitude words such as reluctantly, actually and to be fair. Our listening guide has a note-taking method.
  • Reading: aim for 32 correct out of 38. Part 4, the viewpoints passage, is usually the hardest, so plan your time so you start it with at least 15 minutes left. See our reading guide.
  • Writing: answer every point of the task with a clear purpose for each paragraph, match the tone to the reader, and use 180 to 200 words, not 150. Use precise words over long ones. Our task 1 and task 2 guides show full samples.
  • Speaking: use the whole time, give each idea a reason and a specific detail, and finish with a short wrap-up. Skip long memorised openings: they use up time without adding content. Our speaking sample answers cover all eight tasks.
  • Practise on the real clock, and get feedback. Moving from 8 to 9 in speaking and writing almost always comes from fixing one habit at a time, such as vague examples or answers that stop early.

Before you book#

  • For Express Entry, results must be less than two years old both when you create your profile and when you apply for permanent residence. If they will expire while you wait in the pool, plan a retest in time.
  • IRCC accepts CELPIP-General, not CELPIP-General LS, and IELTS General Training, not Academic, for Express Entry.

What IELTS score is CLB 9?

IELTS General Training 8.0 in listening and 7.0 in reading, writing and speaking. All four must be met for CLB 9 in every skill.

What CELPIP score is CLB 9?

A CELPIP-General level of 9 in a skill is CLB 9 in that skill. For CLB 9 overall you need 9 or higher in listening, reading, writing and speaking.

What PTE Core score is CLB 9?

IRCC’s table puts CLB 9 at 82 to 88 in listening, 78 to 87 in reading, 88 to 89 in writing and 84 to 88 in speaking. Scores above those ranges count as CLB 10.

How many CRS points is CLB 9 worth?

For your first official language, 31 points per skill for a single applicant (124 for all four) or 29 per skill with a spouse (116). CLB 9 in all four skills also doubles the skill transferability points for education and foreign work experience.

How many correct answers is CELPIP 9?

Paragon’s approximate chart puts level 9 at about 33 to 35 correct out of 38 in listening and 31 to 33 out of 38 in reading. Speaking and writing are rated by people.

Is CLB 9 the same as C1?

Not quite. Paragon’s CELPIP chart lists CELPIP 9 (CLB 9) as CEFR B2 and CELPIP 10 as C1. The CLB and CEFR are different scales, so treat this as a rough guide.

Can a 10 in one skill make up for an 8 in another?

No. Each skill is counted on its own. A 10 in listening earns more points for listening, but an 8 in writing still counts as CLB 8 for writing, and you won’t get the CLB 9 transferability points.
