The CELPIP to CLB chart
Each of the four skills gets its own level. That level is your CLB for that skill. IRCC’s own table lists CELPIP-General levels 4 to 10 as CLB 4 to 10, and Paragon, which runs the test, reports levels up to 12.

How CELPIP is scored
CELPIP-General has four parts: listening, reading, writing and speaking. There is no overall score. Each part gets a level from the bottom of the scale up to 12.
- Listening and reading are scored from the questions you answer correctly. Paragon doesn’t publish an official table of raw scores to levels, so charts you see online that claim exact cut-offs are estimates.
- Speaking is rated on four criteria: content and coherence, vocabulary, listenability, and task fulfillment.
- Writing uses the same criteria, with readability instead of listenability.
Raters judge the whole performance across tasks, so one weak answer won’t sink a level, but a pattern will. Running out of things to say before the timer ends is the most common pattern we see in practice answers. Our speaking guide shows what a full answer looks like for each task.
What score do you need?
Most programs set a minimum for every skill. That means your weakest skill decides whether you qualify, even if the others are much higher.

Express Entry language points
In the Comprehensive Ranking System, each skill earns points on its own. The jump from CLB 8 to CLB 9 is the biggest step: 8 more points per skill for a single applicant, or 32 across all four.

CLB 9 in every skill also gives the most skill transferability points when it is combined with post-secondary education or foreign work experience, up to 50 points for each combination.
What “CLB 9 in CELPIP” really means
When people say they need “CLB 9 in CELPIP”, they mean a 9 or higher in each of the four skills. A 10 in listening doesn’t make up for an 8 in writing. For Express Entry, the four skills are counted one by one, so an 8 in writing simply earns 8 fewer points than a 9 would.
For most test takers, speaking and writing are the hardest skills to move, because raters look at organisation and task fulfillment as well as grammar. Listening and reading tend to move faster with practice tests alone.
How to move up one level
- Find your weakest skill first. It decides most program minimums, and it is usually where one level is cheapest to gain.
- Use the whole time in speaking. A 60-second task with 30 seconds of speech can’t show a high level, however good the words are.
- Answer every part of the task. Task fulfillment is a quarter of the speaking and writing score. In writing task 1, cover each bullet point in its own paragraph.
- Practise on the real clock. Preparing in 30 seconds and writing 150 to 200 words in 27 minutes are skills on their own.
- Fix one thing at a time. Pick the most common error in your answers, fix it for a week, then move to the next.

Questions
Is CELPIP 9 the same as CLB 9?
Yes. For CELPIP-General, each level from 4 to 10 equals the same CLB level in IRCC's conversion table, and levels 11 and 12 equal CLB 11 and 12. A 9 in a skill is CLB 9 in that skill.
Does CELPIP give an overall score?
No. CELPIP-General reports a level for each of the four skills: listening, reading, writing and speaking. Immigration programs look at each skill separately, so your lowest skill usually decides whether you qualify.
What does CLB 9 in CELPIP mean for Express Entry?
It means a 9 or higher in all four skills. At CLB 9, each skill is worth 31 points for a single applicant (29 with a spouse), and CLB 9 also unlocks the highest skill transferability points.
What CELPIP score do I need for Canadian citizenship?
Adults aged 18 to 54 need CLB 4 or higher in speaking and listening, so a CELPIP 4 in both. CELPIP-General or the shorter CELPIP-General LS both work.
How long is a CELPIP score valid?
For immigration programs, IRCC accepts language results for two years from the test date. For citizenship, IRCC also accepts older CELPIP results.
