CLB 5: What It Means, Who Needs It and the CELPIP, IELTS and PTE Scores That Equal It

CLB 5 is the first level of the intermediate stage of the Canadian Language Benchmarks, and the lowest level any Express Entry program accepts. In CELPIP it is a 5 in a skill. In IELTS General Training it is 5.0 in listening, writing and speaking and 4.0 in reading. Here is what CLB 5 means in practice, which programs ask for it (and which ask for CLB 6), what it equals in every test, and how it compares with the level above.

What CLB 5 means#

The Canadian Language Benchmarks have 12 levels in three stages. CLB 5 opens Stage II, intermediate ability (CLB 5 to 8), and the official name for it is initial intermediate ability. The CLB document describes Stage II as the abilities needed to function independently in most familiar situations of daily, educational and work life, in what it calls moderately demanding contexts. At CLB 5 you have just entered that stage, so the word that appears in every CLB 5 profile is effort: you can manage, but it takes some work.

These are our plain-language summaries of the CLB profiles of ability, not the official wording.

CLB 6 is called developing intermediate ability. The CLB profiles describe the step from 5 to 6 as the move from some effort to some confidence, and from understanding the gist to understanding most of what is said. Paragon’s chart puts both CELPIP 5 and CELPIP 6 at CEFR B1; CELPIP 7 is the first level it lists as B2.

CLB 5 and CLB 6 in every accepted test#

IRCC publishes one conversion table per test, skill by skill. Here are the results that equal CLB 4, 5, 6 and 7 in each skill, from canada.ca, so you can see the level below and the level above.

  • IELTS reading is the easy one at this level. A reading band of 4.0 is CLB 5, a full band below the other skills. From CLB 7 upward the four skills line up again.
  • CELPIP needs no conversion. A level 5 is CLB 5 in that skill. In the listening test, level 5 is roughly 17 to 23 correct answers out of 38 and level 6 is 22 to 28; in reading, level 5 is about 15 to 20 and level 6 is 19 to 25, according to Paragon’s approximate chart. The ranges overlap because each test form is equated, so the exact cut-off varies.
  • PTE Core is scored 10 to 90 per skill, and only the four skill scores count. A single point, 49 instead of 50 in listening, is the difference between CLB 5 and CLB 6.

Who needs CLB 5#

CLB 5 is the lowest level that opens an economic immigration program. These are the federal programs and pilots that set CLB 5 or CLB 6 as their minimum, from canada.ca in October 2026.

Two things people miss. First, CLB 5 is a minimum, not a target: it lets you into the program, and your Comprehensive Ranking System score decides whether you are invited. Second, the TEER category is the one on your job or job offer, not your education. Someone in a TEER 2 or 3 job qualifies for the Canadian Experience Class at CLB 5, while someone in a TEER 0 or 1 job needs CLB 7 for the same program.

What CLB 5 is worth in Express Entry#

In the Comprehensive Ranking System, each skill of your first official language earns points on its own. CLB 5 earns the same as CLB 4.

So CLB 5 is an entry ticket, not a points earner. Moving every skill from 5 to 6 adds 12 points for a single applicant; moving to 7 adds 44, and it also unlocks the skill transferability points for education and foreign work experience, which start at CLB 7. For a second official language, CLB 5 or 6 earns 1 point per skill.

There is one place where CLB 5 earns real points: the certificate of qualification for trades. With a certificate and CLB 5 or higher in all four skills, you get 25 skill transferability points; with CLB 7 or higher in all four, 50.

If you are a Federal Skilled Trades candidate, remember that the CLB 5 minimum only applies to speaking and listening, but the CRS still scores all four skills. Reading and writing at CLB 4 earn 6 points each, just like CLB 5, so there is no penalty for meeting the lower bar. Our CLB 7 guide shows where the points start to grow.

CLB 5 vs CLB 6: what changes#

At CLB 5 and 6, raters do not expect perfect grammar. They look for an answer that does the task, stays on topic and keeps going for the whole time, with enough detail to follow. The same speaking question at two levels shows the difference. Both answers were written for this guide; they are not official samples.

Around CLB 6

Hi Sam, I heard you are looking for a used car, so here is some advice. The most important thing is to take a mechanic with you, or pay one to inspect the car before you buy it. It costs around a hundred dollars, but it can save you thousands if the engine has a problem. Second, ask the owner for the service records and check if the car was in an accident. If they don’t want to show you anything, that is a bad sign. Finally, compare the price with similar cars online, so you know if the price is fair. If you want, I can go with you on the weekend.

Both answers give advice and reasons. The CLB 6 answer gives each reason a detail (a hundred dollars, service records, a bad sign), connects the ideas instead of listing them, and sounds like a real conversation. The CLB 5 answer is clear and on task, with short sentences and a few small errors, which is exactly what the level describes: concrete information, with some effort.

How to reach CLB 5 and CLB 6 in CELPIP#

  • Listening: aim for 20 correct out of 38 in practice for level 5 and 25 for level 6. Parts 1 to 3 (problem solving, a daily-life conversation, information) are the most predictable, so make sure you get those right. Our listening guide explains each part.

  • Speaking: answer the question that was asked, keep talking for the whole time, and give one reason for each piece of advice or opinion. Short, correct sentences beat long broken ones at this level. Our 80 practice questions cover all eight tasks.

  • Practise on the real clock. At this level, unfinished answers lose more points than imperfect English.

  • For Express Entry, the Atlantic Immigration Program and the rural pilot, IRCC accepts CELPIP-General, IELTS General Training and PTE Core. CELPIP-General LS is only for citizenship, even if your program only checks speaking and listening.
  • Results must be less than two years old when you apply, and for Express Entry also when you complete your profile.
